Why does the windows get a flower design in the winter when they freeze up?

They have like a Spectacular flower design on them. I can't figure out why I thought it might be the ice crystals or something could this be?

It is ice crystals. They form gradually when moisture in the air condenses onto the cold glass.

In Estonia they call this a "frost rose".
